Could there, or is there a way to set the system to water to 100% useable rather than watering strictly off time?
Is there a way to allow the controller to run if the max allowable depletion is reached.

[/quote] If you really wanted to use 100% of the water in your soil up to root depth, you would set it for 100% Available Depletion. But your grass would be dead before you watered. And, with Flex Daily at least, it will want to water ALL your water to fill up the entire 100% on one day, which would take a LONG time to soak in, and might not at all.
You can always water strictly using time, using a Fixed Schedule, where you set the time.
By definition, when the Max Allowable Depletion is reached, there is no available water, and your system will HAVE to water, and Rachio will do that. Maybe there’s some confusion in the terms? Maybe ask again so I can better understand what you’re needing?
