Cannot connect to controller in new install of Rachio 3

After the app connects to the controller, I cannot connect the controller to the wi-fi network. Using the app, I can scan the barcode, or enter manually, and find my network to log in. Then the app says it is connecting to the network, then a message at the bottom of the screen says that it is connected, and then immediately disappears. The screen continues showing that it is connecting to the network (using a temporary network, whatever that means). In time, the app displays a message that it cannot connect the controller and gives the option to try again. This happens repeatedly.
After holding down the wi-fi button, there is a section of white light before a small section of blue light, then a flashing yellow section. In between there is a throbbing white bar followed by a blue bar, then repeats (the sequence might not be exact).
As an aside, I did have to add a wi-fi extender to get this far. Adding that allowed the app initially to talk to the controller, so that I should be able to establish the network connection.
