Stuck at Activating Gen3 page

My Gen3 got wifi connection issue from time to time. This morning the wifi was lost again. I tried Wi-Fi update, power cycle, factory reset, delete device from account. None of them got re connection

Finally tried guest network with shorter password, stuck at activating device page then failed. The last light blink, then told me oops, not able to connect.
