What model Rachio?
Why do you need IFTTT do do that? I have a Rachio 3 and my own PWS, and it has taken the station into account. I would check to see that your zones are configured correctly, likely an adjustment of advanced parameters, to trigger the soil level you can live with to match the rain that fell.
