When utilizing the weather feature does the controller lengthen the time that zones run when the temperature increases or is forecast to increase?

If using a fixed and seasonal adjustments enabled, yes.

With flex, no. Flex my adjust to smaller times if you use watering restrictions and flex needs to use less to re soak a soil column

I only have experience with Flex daily, but it does not alter the watering time. Hotter weather will increase the rate at which your moisture level falls, so the system will just water more frequently than when it was cooler.
