I have one schedule that is supposed to be even days. However, it skips every 4th day as shown on the calendar. On the schedule list this is shown as “as needed”. The other schedule I have is for odd days. On the list, this is shown as ‘odd days’ . Why is it skipping every 4th day?

The “as needed” schedule is a Flex Monthly schedule. Flex monthly has a certain frequency that it waters to every month. What you chose was days it “can” water on, but it chose to only water on certain even days, not every even day.
If you want it to water on every even day I would choose a fixed schedule. Here is more information on different schedule types.
