Does seasonal shift relate to historical ET?

Historically, the Phoenix ET is highest in the month of June, ET decreases in July as humidity comes in for monsoon season. However, it’s July 1st and all my controllers are now having a seasonal shift to increase water, which doesn’t make sense. Why would they increase runtimes when plant water demands go down this month?

Yes, it uses 30 year historicals. Typically from what I have seen July for a lot of states is the peak of the bell curve and then we start to taper off in August.

That is why I’m confused as our ET goes down in July due to monsoon. So are the seasonal shifts averages for all regions or only based on local Et history?
